Fundamental rights (Article 15)

 

           Article 15 states that there should not be any discrimination based on religion, race, caste, sex or place of birth. Article 15 prohibits private individuals from discriminating based on religion, race, caste, sex or place of birth.
       Article 15 has exceptions for women, children, sc/sts other socially and educationally backward classes. women-state can reserve seats for women in local bodies example - panchayat , municipal ,block level etc. children - state can provide for the free education for children.SC/ST OBC-reservation in educational institutes ST-7.5% , SC- 15%, OBC- 27%. OBC has two sections , they are 
          Advanced section(creamy layer) and still backward section. creamy layer does not belong to reservation because they are achieve good position (well settled) in society. Reservation is not a poverty elevation program of government. Through Reservation, government ensures social justice to its citizens.
