Article 16 states that Equality of opportunity in public employment . states shall not discriminate against any citizen on grounds only of religion, race, castle, sex, descent, place of birth/residence. Discrimination based on the grounds other than these 6 are allowed. for example: educational qualification, performance in tests, physical fitness...etc.
Article 16 has exceptions : parliament can prescribe residence as a condition for certain employment or appointment in a state or union territory or local authority or other authority. Andhra Pradesh and Telangana are only 2 states of india where seats are reserved for locals i.e. based on place of birth/residence.
